In a medium saucepan, melt butter over medium heat.
When the froth subsides, whisk in the flour, cooking for about 3 minutes. Whisk constantly and do not allow the flour to brown. It should begin to smell toasty when it is ready.
Whisk in milk and bring just to a boil. Immediately reduce heat and simmer gently for about 5 minutes.
Stir in mustard, hot sauce, lemon juice, cheese, and salt and pepper (be cautious with addition of salt as parmesan cheese tends to be salty).
Taste and adjust the seasoning if needed.
